i found out the effect is called solarization, but i don't know how to do it so it's just in parts of the photo instead of inverting the entire picture? i have photoshop cs4.

It's called solarisation. I'm sure there are lots of tutorials on the web. Also shots like that need a lot of cleverly placed lighting - not that expensive to do, go to any hardware store and pick up some work lights...
Obviously the colours have been messed with as well, contrast and curves.
